Demand #3 for REACH reform: A systemic approach to risk management by authorities

The EU Chemicals Strategy for Sustainability goal of a "toxic-free environment" requires a comprehensive improvement of the EU chemicals regulation REACH - as does the UN human right to a "clean, healthy and sustainable environment". ClientEarth has developed 6 demands for an ambitious REACH reform. Demand #3 is outlined in 3 briefs, which seek to expand the fast-track restrictions (Article 68.2) while easing the normal restriction process (68.1) and focusing the authorisation system on special cases.
